Immediately following this iconic defeat, the US government created the Manypenny Commission, charged with implementing a policy "Sell or Starve" toward the Sioux, withholding rations and provisions even to the Native Americans who had remained within the reservations and did not take part in the fighting. The national attitude toward the Sioux was one of outrage. With the massive influx of the white settlers, the over-hunting of the bison herds, the Sioux were caught between the disappearance of the familiar and the forced emergence of strange new ways of life.
